Tenders are hereby invited for the:

APPOINTMENT OF A SPECIALIST GIPTN FACILITIES MANAGEMENT AND SECURITY GUARDING SERVICE PROVIDER FOR A PERIOD OF THREE YEARS FROM DATE OF APPOINTMENT

Completed tenders in a sealed envelope, clearly marked: Tender No.PS034/2021 must be placed in the tender box at the George Municipality on the First Floor, Directorate: Financial Services, Supply Chain Management, York Street, George by no later than 12:00 on Friday, 15 October 2021. Tenders will be opened on the same day in the Committee Room at 12:05. Late or unmarked tenders will not be considered. No posted tenders or tenders per fax or e-mail will be accepted.

Tender documents will be available from Friday 10 September 2021 at a non-refundable deposit of R236-00 each from the Supply Chain Management Unit, First Floor, Civic Centre, York Street, George. Tender documents will be available from Friday 10 September 2021 on the George Municipality’s website: www.george.gov.za, free of charge.

Attendance at the Tender Briefing meeting is compulsory. Interested tenderers are to register per e-mail with Mr Samuel Bowkers at csbowkers@george.gov.za by 14h00 the day before the meeting in order to receive an invitation.

The meeting will be held as follows:

  • 10h00 on 23 September 2021 via Microsoft Teams.

If tenderers do not register for attendance before 14h00 the day before the Tender Briefing Meeting, then the tenderer will not be able to attend the briefing. Failure to attend the compulsory Tender Briefing Meeting will invalidate your tender.

Tenders will be evaluated and awarded as follows:

Stage 1: Pre-Qualification Only tenders scoring a minimum of 70 out of 100 points in stage 1 will be further considered for evaluation in stage 2.

Stage 2: Tenders will be evaluated and adjudication in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) Regulations 2017 and the George Municipality’s Supply Chain Management Policy, where 80 points will be scored for price and 20 points for BBBEE status.

It is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract to Targeted Enterprise(s) as defined in claise 1.7 of the Special Contract Conditions, and provide the subcontractor with the specified training in terms of the tender.

All security guards or persons providing guarding services in terms of the contract need to be employed by an organisation registered with PSIRA. Proof of registration will be required.

The Municipality reserves the right to withdraw any invitation to tender and/or to readvertise or to reject any tender or to accept a part of it. The Municipality is not bound to accept the lowest or any tender.

A TCS PIN for bidders’ tax compliance information must be submitted with the tender document.

It will be required from the successful bidder to register on the Central Supplier Database (CSD).
