The Governance Support Programme (GSP II) is a partnership programme agreed to between the Governments of South Africa and Germany. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Cooperative Governance (DCoG), the Department of Public Service and Administration (DPSA), the National Treasury (NT), the Department of Planning, Monitoring and Evaluation (DMPE), the South African Local Government Association (SALGA) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). GIZ is responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the US Government acting through the United States Agency for International Development (USAID

The GSP seeks to appoint a credible and appropriately experienced service provider to support the Raymond Mhlaba Local Municipality (RMLM) in the development of a long-term strategy for growth and development. Using transformative scenario planning as a tool to assist the municipality in envisioning the future for sustainable development of the municipal area through thorough assessment of the current situation. Consultations with a broad range of internal and external stakeholders will be undertaken and the experiences and approaches of other municipalities with long-term planning considered. The final document will be a long-term strategy for RMLM. The main tasks of the assignment are to:

• Develop a clear scenario planning methodology taking in consideration the specific environment of the municipal area.
• Set the path that will steer the process towards specific needs, outcomes and stakeholder identification and develop a relevant process map for the development of the long term approach and development
• Design and facilitate multiple participatory workshops on scenario planning with the interested and affected stakeholders including sector departments and resources on RMLM development context.
• Develop and facilitate various participatory workshops on the development of the longterm plan with stakeholders.
• Draft a long term strategy (40 years planning horizon) with the municipality considering all the above outcomes for consultation.
